XWiki Enterprise Manager is typically used to manage public or private wiki farms. It can be used to offer either open or closed wiki-creation capabilities. Here are typical use cases:

• Public wiki farm with wiki creation allowed for every registered user (à la MyXWiki.org)
• Private wiki farm with wiki creation allowed for users
• Private wiki farm where admins only can create new wikis
